Linquist remarked that the next quarter will see the business "re-energize" subscriber growth at the expense of its bottom line -- probably wise, given that it's lost just over half a million customers in the last six months.

Like girls, U.S. boys may be hitting puberty earlier

NEW YORK (Reuters Health) - Boys in the United States may be entering puberty earlier than in generations past, a new study has found, suggesting it's not just girls who are developing at younger ages.

In comparisons with decades-old data, boys who were seen for well-child visits between 2005 and 2010 were maturing six months to two years sooner, based on their genital development.

The finding is significant for researchers seeking to understand why the age of puberty may be creeping down.

The discovery is also important for parents, who have to know how and when to discuss changing bodies with their children, according to the lead author of the study published online Saturday by the journal Pediatrics.

"They need to talk to their boys earlier than they would have thought about puberty and sexual development and all of those related issues," said Marcia Herman-Giddens at the University of North Carolina at Chapel Hill.

Recent studies from the United States and elsewhere have shown that girls are maturing at a younger age, with many starting to develop breasts as early as age 7 or 8.

Doctors haven't necessarily thought the same early puberty trend applied to boys. Some doctors blame estrogen-like chemicals in the environment for girls' earlier development. Those same chemicals would be expected to delay sexual maturation in boys.

But even if boys are developing earlier than in the past, that doesn't mean they are more mature socially and psychologically at younger ages, researchers said.

"Now there's probably a bigger disparity between their physical maturation and their psychosocial maturation," said Dr. Frank Biro, head of adolescent medicine at Cincinnati Children's Medical Center, who wasn't involved in the new analysis.

"People are going to interact with them like they're older," he told Reuters Health.

CHANGE MAY NOT BE HEALTHY

Data for the new study came from 144 U.S. pediatric practices and included 4,131 boys age 6 to 16.

Based on the so-called Tanner stages of development - a technique doctors use to measure how far along in puberty a young person is - genital changes in boys started around the age of 9 or 10, and pubic hair appeared between age 10 and 11 1/2, on average.

Testicle size hit a common measure for the start of puberty just before age 10 and full sexual maturity happened at 15 to 16.

In general, African-American boys developed earlier than their white and Hispanic peers, Herman-Giddens and her colleagues reported.

A study from the 1950s through 1970s of white boys in England - for which the Tanner scale is named - found boys started genital development at age 11.6, on average. Other data through the 1970s also put the start of genital changes between age 11 and 12, and pubic hair development typically between 12 and 13 - about two years later than in the new study.

Despite strong evidence showing girls are developing breasts and getting their periods at younger and younger ages, Herman-Giddens said it is still not clear why boys may also be hitting puberty sooner than in years past. One possible explanation is high rates of obesity, which alters the body's hormone levels.

"The reasons it is happening may not be healthy," she told Reuters Health.

The new study wasn't designed to be representative of what is happening across the country. Biro said he thinks puberty is indeed coming earlier in U.S. boys in general, though other researchers may not agree.

Regardless of general trends, it is important for parents to pay attention to their own child's development, researchers said, and to know when to start talking to them about sexual activity, he said.

"Parents need to monitor both their daughters and their sons a little more closely than they would have before," Biro said.

N. Korea threatens to attack S. Korea over leaflets

SEOUL, South Korea (AP) ? North Korea's military has threatened to strike a South Korean border area where anti-Pyongyang activists plan to launch leaflets from balloons next week. South Korea immediately vowed to retaliate if attacked.

North Korea has made similar threats without following through. Its vow on Friday came a day after South Korean President Lee Myung-bak warned against provocation as he made a surprise visit to a front-line island shelled by North Korea in 2010.

The North's National Defense Commission lashed out at Lee on Saturday, accusing him of trying to shore up political support for his conservative camp ahead of presidential elections in December.

"Merciless military strike by the Western Front will be put into practice without warning" if South Korean activists go ahead with plans to launch leaflets criticizing North Korean leaders on Monday, the North's military said in a statement in English on Friday. It warned South Korean residents in the border area to evacuate in advance.

In South Korea, Defense Minister Kim Kwan-jin told a parliamentary hearing that his troops would "thoroughly annihilate" the responsible base if the North attacks.

The exchange of strong warnings came as Glyn Davies, the top U.S. envoy for North Korea, met in Seoul with Lim Sung-nam, South Korea's envoy to stalled six-nation talks on North Korea's nuclear arms programs.

Davies did not comment on the North's threat during a meeting with reporters, but urged Pyongyang to follow through with its commitments made in past nuclear agreements with the United States, South Korea, Russia, China and Japan.

North Korean defectors and South Korean activists regularly send up balloons to drop propaganda leaflets in North Korean territory. North Korea accuses the South Korean government of supporting the activity, but Seoul denies it.

Despite the North Korean threat, activists will go ahead and launch around 200,000 leaflets from the border area of Imjingak as planned, North Korean defector Park Sang-hak said Saturday.

White House orders spy agencies to share cyberthreat intel with companies

WASHINGTON (AP) -?A new White House executive order would direct U.S. spy agencies to share the latest intelligence about cyberthreats with companies operating electric grids, water plants, railroads and other vital industries to help protect them from electronic attacks, according to a copy obtained by The Associated Press.?

The seven-page draft order, which is being finalized, takes shape as the Obama administration expresses growing concern that Iran could be the first country to use cyberterrorism against the United States. The military is ready to retaliate if the U.S. is hit by cyberweapons, Defense Secretary Leon Panetta said. But the U.S. also is poorly prepared to prevent such an attack, which could damage or knock out critical services that are part of everyday life.?

The White House declined to say when the president will sign the order.?

The draft order would put the Department of Homeland Security in charge of organizing an information-sharing network that rapidly distributes sanitized summaries of top-secret intelligence reports about known cyberthreats that identify a specific target. With these warnings, known as tear lines, the owners and operators of essential U.S. businesses would be better able to block potential attackers from gaining access to their computer systems.?

An organized, broad-based approach for sharing cyberthreat information gathered by the government is widely viewed as essential for any plan to protect U.S. computer networks from foreign nations, terrorist groups and hackers. Existing efforts to exchange information are narrowly focused on specific industries, such as the finance sector, and have had varying degrees of success.?

Yet the order has generated stiff opposition from Republicans on Capitol Hill who view it as a unilateral move that bypasses the legislative authority held by Congress.?

Administration officials said the order became necessary after Congress failed this summer to pass cybersecurity legislation, leaving critical infrastructure companies vulnerable to a serious and growing threat. Conflicting bills passed separately by the House and Senate included information-sharing provisions. But efforts to get a final measure through both chambers collapsed over the GOP's concerns that the Senate bill would expand the federal government's regulatory power and increase costs for businesses.?

The White House has acknowledged that an order from the president, while legally binding, is not enough. Legislation is needed to make other changes to improve the country's digital defenses. An executive order, for example, cannot offer a company protection from liabilities that might result from a cyberattack on its systems.?

The addition of the information-sharing provisions is the most significant change to an earlier draft of the order completed in late August. The new draft, which is not dated, retains a section that requires Homeland Security to identify the vital systems that, if hit by cyberattack, could "reasonably result in a debilitating impact" on national and economic security. Other sections establish a program to encourage companies to adopt voluntary security standards and direct federal agencies to determine whether existing cyber security regulations are adequate.?

The draft order directs the department to work with the Pentagon, the National Security Agency, the director of national intelligence and the Justice Department to quickly establish the information-sharing mechanism. Selected employees at critical infrastructure companies would receive security clearances allowing them to receive the information, according to the document. Federal agencies would be required to assess whether the order raises any privacy or civil liberties risks.?

To foster a two-way exchange of information, the government would ask businesses to tell the government about cyberthreats or cyberattacks. There would be no requirement to do so.?

The NSA has been sharing cyberthreat information on a limited basis with companies that conduct business with the Defense Department. These companies work with sensitive data about weapon systems and technologies and are frequently the targets of cyberspying.?

But the loss of valuable information has been eclipsed by fears that an enemy with the proper know-how could cause havoc by sending the computers controlling critical infrastructure systems incorrect commands or infecting them with malicious software. Potential nightmare scenarios include high-speed trains being put on collision courses, blackouts that last days or perhaps even weeks or chemical plants that inadvertently release deadly gases.?

Panetta underscored the looming dangers during a speech last week in New York by pointing to the Shamoon virus that destroyed thousands of computer systems owned by Persian Gulf oil and gas companies. Shamoon, which spreads quickly through networked computers and ultimately wipes out files by overwriting them, hit the Saudi Arabian state oil company Aramco and Qatari natural gas producer RasGas.?

Panetta did not directly connect Iran to the Aramco and RasGas attacks. But U.S. officials believe hackers based in Iran were behind them.?

Shamoon replaced files at Aramco with the image of a burning U.S. flag and rendered more than 30,000 computers useless, Panetta said. The attack on RasGas was similar, he said.?

A spokeswoman for the National Security Council, Caitlin Hayden, said the administration is consulting with members of Congress and the private sector as the order is being drafted. But she provided no information on when an order would be signed. "Given the gravity of the threats we face in cyberspace, we want to get this right in addition to getting it done swiftly," she said.

After spending my late afternoon standing next to human pinky Alex Delgado on KSEE 24?s ?We Are Fresno,? I decided enough with being a lazy, slouchy flab-arse. I decided I needed to start working out. I decided I needed to start eating right. I decided I was going to make a change in my life!

So when I got home I promptly put on my sweats, cracked a beer and started making Creamy Au Gratin Potatoes.

These potatoes are all carbs and fat (if you don?t think about the salt part) and are a perfect accompaniment to a healthy roasted chicken.

Creamy Au Gratin Potatoes

- 5 Russet potatoes, washed, peeled and thinly sliced into 1/4 inch pieces
- ?2 cups milk
- 3 Tbsp all-purpose flour
- ?3 Tbsp butter
- 1/2 to 3/4 cup shredded cheddar cheese
- salt and pepper to taste

1) Preheat oven to 400 degrees. Place the sliced potatoes in a buttered baking dish (at least 1 quart sized). Set aside.

2) Melt the butter in a saucepan?over low heat. Meanwhile, in a small cup, add some water to ?the flour and mix into a paste.

3) Add the flour paste to the melted butter, whisking constantly. The flour will begin to thicken. Slowly whisk in the milk, and continue whisking. The flour paste will slowly thicken the milk, turning it into a white sauce. Salt and pepper this sauce to taste.

4) Once thickened, pour the white sauce over the potatoes. Top with the shredded cheese, and bake in a 400 degree oven for 1 hour and 15 minutes.

Focus on Stocks, Not the Market ? Investing Daily

No doubt about it: The view from 30,000 feet is looking a lot better than just a few months ago.

Exhibit A is the data deluge from China over the past week. China?s gross domestic product (GDP) grew at a 7.4 percent annualized rate in the third quarter of 2012, slightly slower than the previous quarter but well in line with expectations. Meanwhile, Chinese inflation fell to a rate of 1.9 percent, from 2 percent in August.

Other highlights include a rise in September export growth to 9.7 percent from 2.7 percent a month earlier. Industrial output surged by 9.2 percent, up from 8.9 percent. Finally, retail sales growth accelerated to a 14.2 percent rate in September, up from 13.2 percent in August.

The upshot: China should be able to meet the government?s projection of 7.5 percent full-year GDP growth for 2012. And it appears well on track to increase that rate in 2013.

Meanwhile, lower inflation gives the authorities the flexibility to keep money policy loose to ensure growth does meet those parameters. Retail sales are leading the way, demonstrating the country is making progress toward building its own internal markets?and thereby reducing exposure to external shocks.

All this is good news for the global economy. It?s also very positive for China?s main trading partners, including the US, Canada and Australia.

As for the world?s largest economy, the US enjoyed positive economic numbers as well. US homebuilding surged last month, a huge plus since that sector was at the epicenter of the 2008 deflationary market meltdown and has been a heavy drag on growth since. The Philadelphia Federal Reserve Bank?s business activity index ended a string of five months of negative readings with a big jump. Even the US labor market remained on the mend, despite an uptick in weekly unemployment insurance claims.

Last week in this publication, I noted that global investment markets seemed to be leaning in a ?risk-on? direction, based in large part on expectations for recovering global growth. This week?s news won?t do much to discourage that more sanguine view, and the impact has already been felt in the financial markets.

Copper prices, considered a harbinger for the broad economy, added to gains they?ve made since mid-summer. Meanwhile, the yield on the benchmark 10-year Treasury note?the beneficiary of every market downturn since 2008?moved over 1.8 percent again, a clear sign of money moving out of this ultimate safe asset.

As for stocks, the S&P 500 Index has been moving steadily higher since early June. We?re still well below the high of 1,576 reached October 11, 2007. But the Index is at its highest level since the 2008 crash, despite some high-profile third quarter earnings misses in the technology sector.

Fourth quarter is usually a good time to be in the stock market, just as late spring through early autumn are often seasonally weak. All else being equal, a decent earnings season and news flow continuing to support the narrative of an improving economy should also spur end-year gains this year.

Unfortunately, while I do expect to see both of those trends, all else really isn?t equal this time around. First, there?s the recession and still tight credit conditions in Europe, which continue to rock asset values both in the euro zone and elsewhere.

As has been the case in recent months, most of the focus this week was on Spain?s efforts to avoid asking for a bailout, and creditor nations? desire to elude a big hit if it does. Moody?s affirmation of the country?s credit rating after an extensive review is a definite plus, pushing its government bond yields down to their lowest level since spring. So was the successful offer of Italian debt, which saw newly minted 10-year bonds fetch their lowest interest rates in over a year.

As for the common currency itself, the euro has rallied to over USD1.30 this week, after slipping as low as USD1.20 in July. That?s a promising sign that the worst may be behind the euro zone. But as we?ve seen many times in the past several years, there?s still potential for unexpected bad news to raise the fear level again and roil the markets.

Crowd-Pleasing Bellicosity

Elections in the US remain another major source of uncertainty. A key question for resolution on November 6 is which party will have the most seats at the table when Congress and the White House hammer out a deal to avoid the ?fiscal cliff.? Investors have a lot at stake in how the two sides decide to ameliorate the economically constrictive package of tax increases and spending cuts agreed to when the debt ceiling was raised in 2011.

Given the cost of doing nothing?mainly a huge hit to economic growth in 2013-14?odds are still good that an agreement will be reached no matter who wins power. That?s still my view, despite the rancor in the most recent presidential debate. Until an agreement is forged, however, there?s potential for a very unwelcome shock to the system.

Then there?s the China bashing in the most recent presidential debate, with the Republican challenger essentially threatening a trade war if elected. Granted, this crowd-pleasing bellicosity is likely nothing more than overheated election season rhetoric. But it?s exceptionally dangerous chatter given the deepening trade and economic co-dependency of the Middle Kingdom and the US, and lingering cross-cultural miscommunications on many issues.

I remain optimistic the world will avoid a catastrophe on these counts. But there?s another problem for stocks that?s considerably more immediate if less acknowledged?valuation.

Mainly, after rising for the better part of four years, stock market averages are again approaching their levels prior to the 2008 crash. In fact, many stocks?particularly higher-yielding fare considered ?safe??have been bid up far beyond pre-crash highs.

That?s part and parcel of what amounts to the triumph of momentum over value in this market. Investors fear a reprise of 2008 as well the possibility of being left out of further market gains. As a result, they bid up stocks that have been rising, and sell off stocks that have been slipping. The question of value or what a stock is really worth is all but ignored.

In an environment like this, it?s pointless to base an investment strategy on the idea that the ?stock market? has further gains or losses ahead. Some stocks are far too highly priced now to offer much more potential and they?re vulnerable to the slightest bit of bad news. Others are so cheap, they?ll probably tack on gains even if the market averages roll over.

Times like these are ripe for a strategy that comes down from 30,000 feet to focus on companies here on the ground. We buy stocks selling cheaply that are backed by healthy and growing businesses. We sell companies that are weakening internally, or else have risen to such heights that they can?t help but disappoint.

Earnings season provides an ideal opportunity to assess the internal strengths and weaknesses of the stocks we own. And we?ll be putting all Personal Finance stocks under the microscope?including the recommendations of all Investing Daily advisories?to ensure they?re still solid value propositions.

If the 2008 crash proved anything, it?s that stocks will recover from any debacle, as long as the underlying businesses backing them stay strong. Likewise, the 2009-12 bull market has shown that the market eventually rewards good businesses with higher stock prices.

Focusing on the strengths of what you own?and want to own?is the key to surviving and thriving during the rest of 2012 and beyond. And pointing out the stocks that measure up on strength and value is our primary goal.

Goldman gives its version of angry employee's departure

NEW YORK (Reuters) - Just days before publication of a book promising to expose a rampant culture of greed at Goldman Sachs Group Inc , the Wall Street company is writing its own story about the book's author.

Greg Smith, a former Goldman salesman whose tell-all book is due out next week, demanded a big raise and a promotion last December, and left the firm a few months after not receiving either, a Goldman Sachs source said.

The bank has conducted an investigation of Smith and found that from 2007 onward, he received performance ratings in the bottom half of the company's scale, the source said. Those low scores are particularly damning because Smith picked the reviewers himself, the source added.

A spokesman at Grand Central Publishing, which will officially publish the book on October 22, said Smith will not be available for comment until then.

Smith worked at Goldman for more than 10 years, and left soon after submitting an opinion piece to the New York Times that said the bank was a "toxic" place, where managing directors referred to their clients as "muppets."

At a meeting with a manager in December 2011, Smith demanded to be paid more than $1 million and sought a promotion from vice president to managing director, the source said.

"Greg Smith off the charts unrealistic, thinks he shld trade at multiples," the manager wrote in an email about the interview, according to the source. "We told him there's very little tolerance for reactions like that and he needs to tone it down."

Overpasses to provide safe passage for thousands of deer and antelope

ScienceDaily (Oct. 17, 2012) ? Scientists with the Wildlife Conservation Society (WCS) announced the successful use of newly constructed overpasses that provide safe passage for thousands of migrating pronghorn over U.S. Highway 191 in Trapper's Point, Wyoming, and surrounding areas. The event marks a new era of reduced risk of wildlife/vehicular collisions in the area, and the culmination of years of cooperation among conservationists, government officials, land and transportation planners, and others.

The locations of the structures completed this fall were informed by data collected by WCS, the Wyoming Cooperative Fish and Wildlife Research Unit, and the Wyoming Game and Fish Department, and identified the pronghorn's preferred migration routes and highway crossing points.

WCS has long studied an approximately 93-mile (150 km) migration of pronghorn between wintering grounds in the Upper Green River Basin and summering grounds in Grand Teton National Park (GTNP) -- a migration corridor known as the "Path of the Pronghorn." WCS worked with many partners including Grand Teton National Park and Bridger-Teton National Forest to bring about the designation of the Path as the first and only federally designated migration corridor in the United States.

As part of their research, WCS scientists used GPS tracking collars to collect information over the course of five years on the location and timing of pronghorn movements and impediments to migration such as fences, roadways, pipelines, and other energy development infrastructure.

Using this information, the Wyoming Department of Transportation (WYDOT) was able to locate and build the structures as part of an effort to protect motorists and provide safe passage for migrating pronghorn and other wildlife in the Greater Yellowstone Ecosystem. Trapper's Point has historically been a "bottleneck" problem area for the pronghorn each year, causing thousands of the animals to cross traffic lanes on U.S. Highway 191, and creating a perilous situation for humans and wildlife alike.

WCS Associate Conservation Scientist Jon Beckmann said, "This truly was a collaborative effort that brought together many groups with many areas of expertise to accomplish a worthy goal that benefits both wildlife and people. Congratulations to WYDOT for committing the resources to this project and seeing it through successfully."

The overpass at Trapper's Point is one of eight safe passages constructed by WYDOT along a 13-mile stretch of highway. In addition, eight-foot high barrier fencing has been placed along the highway to channel the animals to the crossing points. In all, 2 overpasses and 6 underpasses have been constructed and will accommodate not only pronghorn, but also mule deer, moose , elk and other animals. The two overpass structures were specifically located and designed to address pronghorn migration conservation needs.

"The importance of these overpasses and their use by pronghorn cannot be overstated," said WCS Conservation Scientist Joel Berger. "They eliminate the danger of collisions and will help to preserve a spectacular element of our natural heritage -- the longest mammal migration in the 48 contiguous United States. This is an accomplishment that all Americans can celebrate."

Pronghorn are North America's fastest land animals. They numbered an estimated 35 million in the early 19th century. Today, about 700,000 remain and more than half of those live in Wyoming. The animals migrate to find food, mating opportunities, suitable habitat, and other resources they need to survive.

While WCS scientists study pronghorn throughout western Wyoming, those that follow the Path are of particular interest. They travel farther than the others and their continued journeys to and from GTNP ensure that the park's ecosystem remains ecologically whole and that a 6,000 year-old migration remains a part of our national heritage.

The New Orleans Police Department was investigating shootings Tuesday night in the 2200 block of St. Anthony Street, the 2600 block of Dumaine Street and the 14400 block of Peltier Drive, according to the New Orleans Police Department. A man suffered a gunshot wound to the leg about 10 p.m. on St. Anthony Street; a man was shot in the face on Dumaine about 10:30 p.m.; and a man was shot in the arm and chest on Peltier, also at 10:30 p.m.

Conditions of the victims were unknown, and no other details were immediately available. Coincidentally, on Tuesday evening, various neighborhoods throughout the New Orleans area hosted Night Out Against Crime events, where residents and law enforcement officials met with each other at community gatherings and shared strategies for making their streets safer.

Mia Cafe sits across from the Dunhua Eslite bookstore, a gleaming storefront at the base of one of those new high rise office/apartment buildings. The first floor holds only the dessert shop area, for people who might want to browse and takeaway. Diners head up to the cafe on the second floor, where the hostess asks if you have a reservation or not. We didn't have reservations, but luckily there were still some tables in the quite full space.

Small yellow chandeliers adorn the large open room seating area, while a large bar is the face of the kitchen where the drinks and food come out.?




I had heard nothing about Mia Cafe, only spotted it in passing, so the fusion menu was a surprise to me.

On the first few pages were sushi rolls, chirashi bowls and Japanese food which was unexpected for a ladies who lunch cafe. Then after some rice/pasta/noodles there were pages and pages of desserts - photos of fat hotcakes, fruit tarts, macarons, macaron cakes, ice cream, cakes, and coffee and tea.



If I wasn't so full, I might have ordered a roll or two. They were doing a photo shoot in the corner and we could see styled plates being shuttled over to the photographer.
Sweet or "sabory" hotcakes which looked like overfed pancakes masquerading as desserts. There were of course, also waffles.
The fresh fig and peach tarts looked interesting and something I might try if I came again.
Cold or hot coffees, lattes, cocoas and teas are available as well as smoothies, yogurt drinks and fresh juices.

I had just finished lunch with my cousin at a Sanuki udon shop behind Dunhua Sogo and was quite full, otherwise we were both saying how the rolls looked good. ?My cousin ended up ordering an iced coffee and I got the fresh fruit tea (cold) (NT$210).



Presentation wise, the drinks reminded me a bit of Coffee Alley, with a frozen coffee ice cube and serving the drink, milk and sugar syrup on a tray.
The?iced fresh fruit tea had the usual super sweet passionfruit and citrus flavor and came in a large carafe with a spoon and straw. I asked for a separate cup to pour my tea into, but I ended up drinking almost the whole thing anyway.
We were both amazed at how crowded it was in the late afternoon, even though the dining room was quite large. It was definitely mostly tables of women, with 1-2 men spotted. Was it the location? The food? The atmosphere? ?Maybe it was the fusion and mega dessert menu, offering something for everyone.

LDS Church distances itself from land referendum in Layton

LAYTON ? The Church of Jesus Christ of Latter-day Saints is distancing itself from any position on a land referendum on the ballot this November, even though the church owns the property on which a potential development would be located and teamed with the city to help hire a consultant for the project.

Church Spokesman Scott Trotter issued a short statement on the West Layton Village property matter late Monday, after the church became part of the narrative on the issue, initiated by a group that forced the issues on the ballot. The group, Citizens for Responsible Growth, claims the church had unofficially apologized for appearing to be a force behind the potential development.

PRI, a real estate arm of the church, manages the property in question.

The referendum issues challenge the West Layton plan policy change for 107 acres of farmland in West Layton, which runs along Hill Field Road between 2200 West and 2700 West, and the adoption of an urban development code needed to create the urban community under the new policy.

CFRG issued a series of news releases last week suggesting that PRI Managing Director Mark Gibbons had contacted a local church leader in September to apologize for contention raised over the West Layton Village issue and for any appearance that PRI was driving zoning changes implemented at the city level earlier this year.

Contacted last week to confirm the action, PRI referred the matter to the church?s public relations department, which issued the statement.

?The decision to implement a Village Center zoning code in West Layton is a city issue and will be decided by city officials and citizens in the referendum next month. PRI, the real estate arm of the Church, owns 107 acres of welfare-related farmland in this area that will eventually be developed. Neither PRI nor Church leaders are attempting to influence the upcoming vote,? Trotter said in the release.

The church?s role has gone beyond merely owning the land, however.

The church partnered with the city in hiring a consultant, PlaceMakers, three years ago to push the development concept. Mayor Stephen Curtis said the church fronted $70,000 for the consultant, while the city contributed $30,000.

After almost three years of planning, city officials approved three separate measures earlier this year related to creating a unique development on the west side, which has been most closely linked in concept to Daybreak of Salt Lake County.

Following the council action, a group of residents on the west side, initiated a petition process to challenge two of the three council actions. Those two land use initiatives will be on the ballot Nov. 6.

Residents are angry that city officials moved the village project forward despite opposition and have argued the project will bring significant traffic problems to the region, will be bad for farmers in the region and will change the character of the area. By voting no on the land referendum questions, they say the land?s future use will revert to R-3 zoning, with one-third-acre lots.

There seems to be little question the 107-acre property will be developed.

Brian Balis, land manager for Suburban Land Reserve, said The Church of Jesus Christ of Latter-day Saints intends to sell the property.

?The chances of this remaining in agricultural are none,? Balis said earlier this year.

Balis said the church has two options in dealing with the land, and they include selling outright to a developer or engaging in the long-range planning process. Balis said the church opted to be part of the planning process.

City leaders said the plan has come as the result of looking to the future and taking advantage of the chance for a unique development.

The formed based codes called for in the development proposal allow city leaders to be much more specific and up front and with what any development proposal will look like, said Bill Wright, community and economic development director.

Wright describes the code as scripted guidelines on what type of buildings would be allowed, specific streetscape guidelines and a blending of different mixed uses. He and other city leaders admit the project will require a unique developer.

Five arrested at big Kuwait protest rally

KUWAIT (Reuters) - Kuwaiti security forces detained at least five people, including the son of a prominent opposition figure, at an anti-government protest against possible changes to an election law, witnesses said on Tuesday.

Several people were hurt in skirmishes at the rally, attended by at least 5,000 people who defied a request by authorities to cancel the Monday night demonstration.

Although Kuwait has avoided the mass Arab Spring protests seen elsewhere in the region, tensions have escalated between the major oil producer's elected parliament, where the majority opposition bloc is made up of Islamist and tribal lawmakers, and the cabinet which is dominated by the ruling al-Sabah family.

One of Kuwait's main opposition groups called for a sit-in outside parliament on Tuesday to protest the arrests.

In some of the strongest remarks by an opposition figure, former lawmaker Musallam al-Barrak appealed directly to Kuwait's Emir Sheikh Sabah al-Ahmad al-Sabah to avoid "autocratic rule".

His speech to the crowd contained extremely rare criticism of the 83-year-old emir, which analysts said could spark a strong reaction from the authorities.

The son of Ahmed al-Saadoun, another prominent opposition leader and former parliament speaker, was among those detained during the protest near parliament, where several anti-government demonstrations have taken place in the past year.

"In the name of the nation, in the name of the people, we will not let you, your highness, ... practice autocratic rule," Barrak told the rally in a speech addressed to the emir.

His remarks, including the criticism of the emir, drew repeated chants of "we will not let you, we will not let you" from the crowd.

Sheikh Sabah dissolved parliament last week and opposition figures say they fear the government will try to push through legislation before elections expected before the end of the year, including voting rules that help pro-government candidates perform well in the polls.

"I think the opposition is building up fear for political reasons. They are in election campaigning mode," a Kuwait-based diplomat said.

"I would find it very surprising if the government tried to push through changes by decree," the diplomat said, adding that the tense atmosphere was likely to remain until the vote.

SKIRMISHES

Although Kuwait allows more freedom of speech than some of its fellow Gulf states, the emir is seen as untouchable and is referred to as "immune and inviolable" in the constitution.

"The incendiary public accusations directed by Musallam al-Barrak at the emir of Kuwait are a milestone in the country," Gulf expert Kristian Ulrichsen at the London School of Economics, wrote on Twitter.

Witnesses at the protest, where police in full riot gear were deployed, said at least five people were arrested. Security is tight as Kuwait is hosting Asian leaders for a summit.

"A number of instigators of rioting and violence were arrested outside of the (square) and they were taken to the relevant authorities where necessary actions have been taken against them," the Interior Ministry said in a statement.

Several people, including police, were injured when demonstrators clashed with police as they tried to spread into a barricaded street. Kuwaiti media published pictures of lines of police confronting Kuwaitis in white garb holding up railings.

"We are entering into the start of a confrontation," economic analyst Adnen al-Delemi said, adding that the government's promised economic reforms were now a distant hope because of the turmoil.

Last year, scores of angry Kuwaitis stormed parliament demanding the resignation of the then prime minister, Sheikh Nasser al-Mohammad al-Sabah, heralding one of the most serious recent crises in the country.

The latest row began in June when Kuwait's top court annulled the most recent election, held in February, which gave mainly Islamist lawmakers a majority in parliament, and reinstated the previous, more government-friendly, assembly.

Sheikh Sabah ordered the dissolution of that parliament last week after months of political deadlock. Under the constitution, elections must be held within 60 days of dissolution, but there has been no date announced so far.

Food Allergy Walk: FAAN | Skinny Mom | Tips for Moms | Fitness ...

On Sunday, September 30, 2012 my family participated for the third year in a row the FAAN walk ? Food Allergy and Anaphylactic Network?s walk around Lincoln Park in Chicago. The participants raise money that goes towards education and research to find a cure for the ever prevalent food allergies. It is a great cause and near and dear to my heart. My six year old son is allergic to peanuts and tree nuts.? We?ve been dealing with these allergies since he was eleven months old. His food allergies keep us on alert and is quite a challenge daily.? It was nice to walk along the beautiful Chicago park among the changing leaves and the lakefront. ?For my son, it was nice to be surrounded by other children with food allergies who also have to sit at the allergy table, carry an Epi-Pen, and avoid many yummy treats.

My children love the free cookies, chips, and candy they hand out to the participating crowds. What is wonderful about these treats is they are allergy friendly treats. Safe treats made in facilities that do not use peanuts or tree nuts. Many of the treats are also dairy and egg free. Some of the allergy-friendly brands that sponsor the FAAN walk for Food Allergy are Enjoy Life, Ians, Divvies and Sunbutter. ?We always stock up on as many samples as we can. My son loves the cookies and seed packets. We all snacked during that walk and that is part of what makes this day special.? Getting an opportunity to walk alongside other families supporting their food allergy family member is a rewarding experience.? Finally, these children have a day to feel special and normal.

One touching story was about Sabrina, a spunky thirteen year old that lost her life after eating French fries in the school cafeteria. Her mother told us the story of her last day and the journey to passing Sabrina?s Law:

?The law, which took effect January 1, 2006, requires school boards to have all principals implement anaphylaxis plans that include: strategies to reduce exposure to allergens, procedures to communicate to parents, students and employees about life-threatening allergies, and regular training on dealing with life-threatening allergies for teachers and staff.

In addition, principals are required to: develop an individual plan for each student at risk of anaphylaxis, maintain a file that lists that student?s prescriptions and emergency contacts and ensure that parents enrolling pupils supply information on a child?s allergies?.? [Allergic Living]

Today Marks the 50th Anniversary of the Opening of Vatican II - Jesuit

Today, October 11, 2012, marks the 50th anniversary of the opening of the Second Vatican Council, a historic event ?animated by a spirit of reform,??according to church historian Jesuit Father John O?Malley.

The council?s four sessions and 16 landmark documents modernized the liturgy, renewed the priesthood and religious life, enhanced the role of lay Catholics, opened dialogue with other churches and non-Christians and identified the church as the ?people of God? attuned to the problems and hopes of the world, according to Catholic News Service.

One Jesuit who had a ?starring role? at the council, which ran from Oct. 11, 1962, to Dec. 8, 1965, was Cardinal Augustin Bea, the Jesuit rector of the Pontifical Biblical Institute in Rome, who eventually headed the Secretariat for Christian Unity. Cardinal Bea had been deputized by Pope John to ensure the council said something bold on the Catholic relationship with Jews and world religions. The result was one of the most important documents of the Second Vatican Council, ?Nostra Aetate? (?In Our Era?) on the relationship of the church to non-Christian religions.

There were also several Jesuit ?periti,? or experts, who had a role at the council:

  • Jesuit Father Henri de Lubac: A French Jesuit silenced from 1950 to 1956, Fr. De Lubac was a prolific scholar associated with the ?nouvelle theologie? (new theology) school. At the council, he promoted the idea of ?ressourcement,? which is a return to the sources of Christian wisdom and a deepening of the church?s understanding of itself. Pope John Paul II made him a cardinal in 1983.
  • Jesuit Father Karl Rahner: This German Jesuit?s ideas are everywhere in the council documents. His conception of the Trinity, the idea of anonymous Christians, the pilgrim church and his rejection of the counter-reformation practice of developing positions by condemning other positions helped shape Vatican II.
  • Jesuit Father John Courtney Murray: An American Jesuit theologian, he was one of the chief architects of the ?Dignitatis Humanae.? The council basically adopted as official church teaching Fr. Murray?s theology of church-state separation and of religious freedom as a human right that the state is required to protect.

Greenfield Partners and Raith Capital enter European loan servicing ...

Greenfield Partners and Raith Capital Partners are seeking to take advantage of the flood of maturing European debt over the coming five years by establishing a brand new real estate loan servicing platform in London.

Mount Street Capital partners Ravi Joseph and Bill Sexton, along with former European head of loan and special at CBRE, Paul Lloyd, are setting up a brand new joint venture European commercial real estate primary and special loan servicing business for balance sheet and CMBS loans.

The new joint venture partnership will see Lloyd, who left CBRE on Friday three years after joining from Deutsche Bank to set-up the loan servicing team, re-united with Joseph after the pair worked together at Morgan Stanley almost a decade ago.

Joseph was the former head of real estate lending and securitisation at Morgan Stanley until 2004, spearheading the creation of Europe?s first CMBS conduit program, ELOC, while his Mount Street co-partner Sexton was the co-founder of Halverton Real Estate Investment Management, a pan-European real estate fund and asset management business.

Joseph and Sexton worked with Lynn Gilbert at Mount Street, before she joined Renshaw Bay in May. Gilbert remains a non-executive partner of Mount Street.

?Given the scale of bank deleveraging, the opportunity is there for us to build a brand new full service European loan servicing platform, managed by a senior and experienced team, alongside an experienced investor with strong capital backing,? Joseph told CoStar News.

Greenfield owns a majority interest in Clayton Holdings, a major US mortgage loan due diligence servicer, which in turn owns Clayton Euro Risk, a European equivalent operation, as well as Quantum Servicing Corp., a US commercial real estate special servicer, and Green River Capital, the US residential mortgage loan servicer.

European commercial real estate loan servicing is considered a strategic fit with Greenfield and Raith Capital?s other businesses.

There is as much a ?1trn in maturing European real estate debt in the next five-years across balance sheet and CMBS loans, according to DTZ Research, which reflects 55% of the total outstanding debt secured against the asset class.

More than ?45bn of this European total is CMBS debt, according to Standard & Poor?s, which warned on Tuesday that the European commercial mortgage servicing market will continue to navigate increased operational pressures.

In a report ? entitled The Changing Face Of Servicing In The European Commercial Mortgage Market ? S&P wrote that the economic climate, the rising tide of loan maturities, together with no recovery among poor secondary and tertiary property values and limited refinancing options, would continue to characterise a difficult environment for servicers.

?Deteriorating market conditions have tended to result in more prolonged and complex workout periods,? wrote S&P.

The ratings agency continued: ?The number of special servicers in the European commercial mortgage market has increased in the past two-to-three years, and now includes more participants. We consider that the increased competition is generally positive for the market and is likely to promote improved performance.

?Although our rankings show that servicers are holding their own in difficult times, the European commercial mortgage market is unlikely to improve much in the next few years, in our view, as demand and prices remain depressed and lenders show no sign of re-entering the commercial real estate market.?

S&P forecasts that the trend of two-thirds of the European CMBS loans that it rates will fail to repay by maturity is likely to extend into 2013. Based on the 159 loans scheduled to mature in the next year which S&P rates, this equates to ?12bn of the ?24bn maturing loan balance.
